Louis Harrison, the Chief Executive Officer of A.T. Expressway Limited (ATEL), has stated that the Accra-Tema Motorway and Extensions Project is set to revolutionize infrastructure financing in Ghana. Describing the project as the nation's first-ever toll road concession under a Public-Private Partnership (PPP) framework, Harrison noted that it marks a significant shift in how major capital works are delivered. This model moves the burden of financing and maintenance from the public purse to private enterprise, establishing a new standard for national development projects.
The project operates under a 30-year concession period, during which ATEL will be responsible for the full funding, construction, and ongoing upkeep of the motorway. Harrison emphasized that this initiative is essential for meeting the country's growing traffic demands and improving road safety on this critical economic corridor. By upgrading the infrastructure, the project aims to support increased economic activity and enhance the efficiency of movement for both passengers and freight between the capital and the port city of Tema.
Addressing the public concerns regarding current construction, Harrison acknowledged the temporary inconveniences and committed to maintaining transparent communication and safety for all road users. The development aligns with the infrastructure modernization priorities of President John Mahama’s administration, which focuses on leveraging private sector expertise to enhance Ghana's transport networks. The success of this inaugural PPP motorway is expected to provide a sustainable blueprint for future large-scale infrastructure investments across the country.
