
Edmond Kombat, the Managing Director of the Tema Oil Refinery (TOR), has been named the Energy Sector Reform Programme (ESRP) Champion of the Year 2026 for the petroleum sector. The recognition was conferred during the Energy Sector Performance Review Retreat organized by the Ministry of Energy and Green Transition. The award highlights Mr. Kombat’s leadership in driving critical reforms within Ghana’s petroleum industry, specifically focusing on financial sustainability and operational improvements.
Presented by the Minister for Energy and Green Transition, Dr. John Abdulai Jinapor, the award acknowledges Mr. Kombat’s achievements in enhancing revenue generation, implementing cost-reduction strategies, and promoting good governance. A significant factor in the recognition was the successful execution of turnaround maintenance at the refinery, which enabled the resumption of crude oil refining. These efforts have been central to the government’s broader strategy to stabilize the energy sector and reduce its fiscal burden on the national economy.
In his acceptance remarks, Mr. Kombat expressed gratitude to President John Mahama for his leadership and vision for the energy sector. He also extended appreciation to the staff of TOR and the Ministry of Energy and Green Transition, noting that the award is a testament to their collective dedication. He emphasized that the revitalisation of the refinery is a key pillar in ensuring national energy security and fostering economic growth through domestic value addition.
