WhiteCap Management Ltd and the Ministry of Labour, Jobs & Employment have introduced the Green Mobility Programme (GMP), a five-year initiative to deploy 200,000 electric vehicles (EVs) across Ghana. This partnership focuses on addressing youth unemployment by providing young people with opportunities for income generation in the transport sector. The programme represents an effort toward sustainable urban mobility and economic empowerment.
The fleet will be split evenly between 100,000 electric two-wheelers and 100,000 electric three-wheelers. A key component of the rollout is the construction of 1,500 battery-swapping stations across the country. These stations are intended to resolve potential charging delays, allowing operators to quickly exchange depleted batteries for fully charged ones, thereby maintaining continuous operation for their businesses.
To make the programme accessible, WhiteCap is implementing a Lease-to-Own model that requires zero upfront payment from beneficiaries. This financial structure allows young people to start working immediately and gradually gain full ownership of their vehicles through their daily earnings. Minister for Labour, Jobs & Employment, Emmanuel Kwadwo Agyekum, emphasised that the initiative is designed to create sustainable livelihoods while modernising the national transport infrastructure.
Flora Kutorkor Addison of WhiteCap noted that the GMP aims to link electric mobility with economic growth, paving the way for a cleaner transport sector. By transitioning to electric vehicles, the initiative supports Ghana's efforts to reduce its carbon footprint and decrease reliance on fossil fuels. The programme is expected to enhance the delivery economy and provide broader economic benefits as it rolls out over the next five years.
