Managing Director Edmond Kombat has officially launched the “Restoration and Legacy Projects,” a comprehensive four-year strategic agenda designed to transform the Tema Oil Refinery (TOR) between 2026 and 2029. The initiative aims to significantly increase the refinery’s processing capacity to 100,000 barrels per day (bpd), a move intended to strengthen TOR's position in the national petroleum industry and secure Ghana's energy future. By expanding its operations, the refinery expects to meet approximately 70% of the country’s domestic fuel demand by 2028, thereby reducing the long-term dependency on expensive petroleum imports. To achieve these goals, the transformation plan outlines a phased approach to infrastructure upgrades. Management intends to increase the current refining capacity from 45,000 barrels per stream day (bpsd) to 85,000 bpsd, while simultaneously exploring the development of a new, separate facility with a capacity of 115,000 bpsd. The roadmap also includes the diversification of TOR’s industrial output through the development of new petrochemical facilities and the modernization of existing processing equipment to ensure operational efficiency. Beyond industrial expansion, the agenda places a heavy emphasis on social infrastructure and the welfare of the refinery's workforce. Mr. Kombat announced that the project includes the construction of a new Specialist Hospital and a staff housing development to improve the quality of life for employees and provide essential services to the surrounding Tema community. These legacy projects are intended to create a sustainable environment for growth while addressing regional healthcare needs. The successful execution of the Restoration and Legacy Projects will require substantial capital investment and disciplined management as TOR focuses on restoring full operations. By integrating modern refining technology with significant social investments, the refinery leadership aims to build a resilient institution capable of supporting Ghana’s industrialization and economic stability for decades to come.
