President Mahama Directs Education Ministry to Implement Constitutional Literacy as Peace Council Boosts Civic Awareness in Schools

In a significant move to enhance civic awareness and legal literacy among the youth, President John Dramani Mahama has directed the Ministry of Education to review and act upon a petition for mandatory constitutional literacy in basic education. This directive follows a formal request submitted by the African Chamber of Content Producers (ACCP) in June 2026, which raised concerns about the high levels of legal ignorance among Ghanaians. The initiative aligns with a broader national trend of using the educational system to foster responsible citizenship and social harmony, as evidenced by concurrent nationwide efforts to integrate peace education and legal awareness into the classroom experience.

The ACCP petition highlights a critical gap in the current curriculum, noting that many students complete their basic education without ever reading the Constitution, leaving them vulnerable to legal repercussions for laws they are unaware of. To address this, the Chamber proposed five key reforms, including the development of a mandatory constitutional literacy curriculum and making civic knowledge an examinable subject. President Mahama’s swift response underscores a commitment to ensuring that every Ghanaian child understands their rights and the legal framework governing the nation. The Ministry of Education has now been tasked with developing a comprehensive implementation plan to integrate these reforms into the school system.

Complementing this policy shift, the Central Regional Office of the National Peace Council (NPC) has successfully launched a school-based peace education campaign under the theme "Preventing Violence in Schools." In the first quarter of 2026, the initiative reached over 3,000 students, providing them with practical training in conflict resolution, respectful communication, and the implications of the Vigilantism and Related Offences Act, 2019. Dr. Charles Ohene-Amoh, representing the Council, emphasized that schools must play a central role in fostering social harmony and preventing conflict before it starts, particularly through youth capacity development programs.

These combined efforts by the presidency and the National Peace Council represent a dual-track approach to strengthening Ghana’s democratic fabric. While the proposed constitutional reforms aim to provide a formal legal foundation for students, the NPC's field campaigns offer the practical social tools necessary for peaceful coexistence. As the Ministry of Education begins its review of the ACCP’s proposal and the NPC prepares to extend its campaign to additional regions, the focus remains on equipping the next generation with the knowledge and temperament required to navigate their legal responsibilities and contribute to national stability.
