The Institute for Energy Security (IES) has projected that the successful recovery of the Tema Oil Refinery (TOR) will play a critical role in stabilizing domestic fuel prices. This assessment follows the refinery's recent announcement of a GH₵1.24 billion profit for the 2025 financial year, marking a significant financial turnaround for the state-owned facility. According to the IES, the refinery's return to operational viability and profitability serves as a key pillar for enhancing Ghana's energy security and reducing the financial burden on the average consumer.
Xatse Derrick Emmanuel, a Senior Analyst at the IES, explained that a functional and profitable TOR would significantly decrease the country’s heavy reliance on imported finished petroleum products. By refining crude oil locally, Ghana can mitigate the massive foreign exchange expenditure typically required to secure fuel from international markets. This shift is expected to protect the domestic market from the extreme volatility of global oil prices and the currency fluctuations that frequently lead to price hikes at the pump.
To maintain this momentum, the IES emphasized the necessity of a consistent and reliable supply of crude oil to the refinery. Emmanuel urged the government and relevant state agencies to ensure that TOR has the necessary feedstock to sustain its refining operations without interruption. He noted that the ability to process crude domestically not only improves the availability of petroleum products but also creates a strategic buffer against international supply disruptions that can destabilize the local economy.
The refinery's profitability and the potential for increased output are viewed as vital steps toward national self-sufficiency in energy. As TOR seeks to consolidate its financial gains, stakeholders remain hopeful that a steady refining schedule will lead to more predictable pricing for businesses and households across the country. The IES maintains that prioritizing TOR's operational needs and ensuring feedstock security will be fundamental to sustaining the current gains within the energy sector.
