The Institute of Economic Affairs (IEA Ghana) has launched a one-year initiative to accelerate the country’s transition to nuclear power, targeting technical and financial readiness by the end of 2028. This program, which forms part of the Ghana Nuclear Phase II initiative, aims to address the institutional and investment requirements necessary for the deployment of Ghana’s first nuclear power plant. The project focuses on creating a robust framework for governance and workforce development to ensure the country can manage a nuclear energy shift safely and efficiently.
According to Raymond Agalga, the IEA Nuclear Policy Analyst and Project Lead, the 12-month program will facilitate research into critical areas such as finance, nuclear security, and workforce safety. Mr. Agalga emphasized that the initiative is designed to support, rather than override, existing government mandates. By providing vital information to state agencies and fostering dialogue among key institutions, the IEA intends to clarify the program’s objectives and ensure that all stakeholders are aligned as the country moves toward its nuclear goals.
A significant component of the project involves the development of an investment framework and a detailed workforce plan. The IEA aims to identify pathways for attracting the substantial capital required for nuclear infrastructure while outlining the specific technical training needed for Ghanaian workers. This focus on human resource capacity is intended to ensure that the nation has the skilled personnel required to operate and maintain nuclear facilities once they are established.
In addition to technical planning, the IEA is prioritizing public sensitization to build national consensus on the benefits and safety of nuclear energy. By enhancing coordination between various government bodies and educating the public, the initiative seeks to streamline the transition process. This comprehensive approach is intended to ensure that by 2028, Ghana is institutionally, financially, and socially prepared to integrate nuclear power into its national energy mix.
