Ghana lost approximately 1.1 million ounces of gold to smuggling in 2023, according to the latest report by the Ghana Extractive Industries Transparency Initiative (GHEITI). This significant loss highlights persistent regulatory gaps and revenue leakages within the country's extractive sector that undermine the economic benefits of its natural resources. National Coordinator Phyllis Adwoa Fraikue presented these findings during a workshop organized by the Ministry of Finance, stressing the urgent need for systemic reforms to protect national assets.
Despite the substantial losses attributed to illicit trade, the 2023 GHEITI Mining Report noted that official mineral export earnings reached roughly GH₵94 billion. The mining sector remains a cornerstone of the national economy, contributing approximately GH₵12.4 billion to government revenue during the period under review. However, the volume of gold exiting the country through illicit channels suggests that the state is failing to capture a significant portion of the fiscal benefits it is owed from the extractive industry.
Ms. Fraikue pointed out that the lack of robust traceability for gold origins is a primary driver of these leakages, particularly within the artisanal and small-scale mining sectors. She emphasized that enhancing regulatory enforcement and improving the management of mineral revenues are critical steps to ensure that the wealth generated from extractive industries directly supports national and local development. Stakeholders at the workshop advocated for greater transparency and accountability, calling for more stringent measures to track the movement of minerals from production sites to export points.
The report's findings underscore the complex challenges facing Ghana as it seeks to maximize the value of its mineral wealth. Moving forward, the Ministry of Finance and other regulatory bodies are expected to prioritize the implementation of GHEITI's recommendations. Strengthening oversight and aligning traceability standards with international best practices remain essential to curbing gold smuggling and securing the country's long-term economic stability.
