Bernard Antwi Boasiako, the Ashanti Regional Chairman of the New Patriotic Party (NPP), has proposed a comprehensive 12-point reform plan aimed at modernising Ghana's prison system. Currently in custody following his remand on July 20, 2026, the political figure, widely known as Chairman Wontumi, released the proposal through his spokesperson, Dr. Palgrave Boakye-Danquah, on October 27, 2026. The plan advocates for a fundamental shift in the correctional system's philosophy, moving away from a focus on punishment toward a model centered on rehabilitation and the protection of human rights.
Central to Boasiako's proposal is the establishment of an ultra-modern dedicated prison hospital and the introduction of regulated conjugal visits for inmates. He highlighted significant gaps in healthcare delivery and inmate welfare observed during his incarceration, arguing that better-equipped medical facilities and emergency arrangements with local hospitals are essential for handling serious conditions. Furthermore, he suggested that structured conjugal visitation would strengthen family ties, which he believes are critical to the successful reintegration of inmates into society after their release.
The 12-point document also addresses structural and administrative issues within the Ghana Prisons Service. Boasiako called for a robust inmate classification system to ensure that minor offenders are not housed with hardened criminals, thereby reducing security risks and preventing further criminalisation. Additionally, the proposal recommends improving the working conditions and welfare of prison officers, expanding prison agricultural programmes to support self-sufficiency, and enhancing counseling services to prepare inmates for life outside the walls.
In his statement, Boasiako noted that prison conditions have largely stagnated since 1962, leading to overcrowding and outdated management practices. He urged Parliament to take a leading role by initiating a bipartisan Prison Reform Act to codify these changes into law. Emphasizing the need for investment in modern infrastructure, Boasiako called for political leaders across the divide to collaborate on transforming the correctional system into one that contributes positively to national development and upholds the dignity of those within it.
