The Managing Director of the Tema Oil Refinery (TOR) has announced a significant improvement in the facility's financial health, reporting that negative equity has been reduced to approximately GH₵5 billion in 2025. This fiscal progress is attributed to a combination of enhanced macroeconomic stability and the implementation of more rigorous financial controls. Despite the refinery's historical challenges, the current management maintains that prudent financial management is beginning to yield measurable results in stabilizing the state-owned asset.
Beyond balance sheet improvements, TOR has achieved notable operational milestones, including the processing of approximately five million barrels of crude oil. This uptick in activity coincides with a renewed focus on technical safety measures and human resource management. The Managing Director noted that staff salaries have been enhanced as part of the recovery strategy, ensuring that the workforce is motivated and aligned with the refinery's long-term objectives. These operational adjustments are viewed as essential steps in restoring the facility's core functionality and reliability.
The recovery process has been bolstered by increased cooperation between various institutions within Ghana’s energy sector. This collaborative approach has facilitated a more streamlined path toward operational restoration and financial sustainability. Management has expressed a clear vision to leverage these partnerships to strengthen TOR's competitiveness within the West African sub-region, aiming to position the refinery as a strategic hub for petroleum products under the current administration.
While the reduction in negative equity marks a positive trend, the refinery’s financial position remains delicate, as total liabilities continue to exceed its assets. The ongoing stabilization efforts focus on maintaining the momentum of recent months to fully bridge the gap between debt and profitability. The management remains committed to further refining internal processes and fostering institutional synergy to ensure the refinery's permanent return to commercial viability.
