Investigative journalist and security expert Raymond Archer has been officially confirmed as the substantive Executive Director of the Economic and Organised Crime Office (EOCO). The appointment, which took effect on October 27, 2026, was announced by the EOCO Board Chairman, Daniel Domelevo. Archer has been serving in an acting capacity since August 2025, during which time he has overseen several significant investigations into financial and organised crime.
During his tenure as the acting head, the office has aggressively pursued high-profile cases. Notable among these is the arrest of the former Executive Secretary of the Inter-Ministerial Committee on Coal Development (IMCCoD), Dennis Aboagye, in connection with alleged financial irregularities totaling GH₵55 million. The office is also currently investigating a $4 million fraud case involving musician Shatta Wale, which is linked to the purchase of a Lamborghini Urus.
Archer’s transition from a prominent investigative journalist to the permanent head of the state’s primary economic crime agency has been met with professional acclaim. Deputy Attorney-General and Minister of Justice, Dr. Justice Srem-Sai, publicly congratulated Archer on his confirmation, highlighting the positive working relationship between the ministry and the crime office. Archer is widely recognized for his background in security and investigative techniques, which the board expects will strengthen the agency's operational efficiency.
As he takes on the role in a substantive capacity, Archer is expected to focus on fulfilling EOCO’s mandate to investigate and prevent economic and organised crimes, including money laundering and human trafficking. His permanent appointment is intended to provide long-term stability to the institution as it navigates complex international and domestic fraud cases. The confirmation signals a commitment to bolstering Ghana's law enforcement framework against sophisticated financial crimes.
