The Petroleum Hub Development Corporation (PHDC) has signed a preliminary agreement worth $28 billion with Global Sphere, a United Arab Emirates-led consortium, to develop the second phase of the Jomoro petroleum hub. This major infrastructure project, located in the Western Region, represents a significant step in the government's strategy to transform Ghana into a regional energy powerhouse. The agreement focuses on the establishment of a comprehensive petroleum complex that will integrate various downstream activities to maximize the value of the country’s oil and gas resources.
Under the terms of the agreement, the international consortium will oversee the construction of a modern oil refinery, multiple petrochemical plants, and extensive storage facilities. These components are designed to meet both domestic demand and the growing energy needs of the West African sub-region. According to the project timeline, construction work is expected to commence by early 2027, provided that all financial and regulatory requirements are satisfied during the preliminary phase.
The project is a central pillar of President John Mahama’s strategic economic agenda, aimed at driving industrialization and creating sustainable local employment. By processing crude oil domestically, the Jomoro hub is expected to reduce the country's dependence on imported refined products and enhance national energy security. Furthermore, the development of petrochemical plants will provide essential raw materials for various local industries, potentially sparking broader economic growth across multiple sectors.
While the signing of this multi-billion-dollar agreement marks a milestone, industry observers note that the project's success will depend on overcoming complex financing and execution challenges. The PHDC and its partners will need to navigate international capital markets and ensure environmental standards are met before the 2027 construction date. If successfully realized, the Jomoro petroleum hub could firmly establish Ghana as a dominant force in the African energy landscape, attracting further foreign direct investment and fostering regional integration.
