Ugandan authorities have arrested Peter Elwelu, a prominent three-star general and former deputy military chief, on allegations of planning subversive activities to destabilize parts of the country. Elwelu, who served as the deputy chief of defence forces from 2021 until early 2024, was taken into custody on Monday. Military spokesperson Col. Chris Magezi confirmed the arrest, labeling the high-ranking officer as a "renegade" for his alleged involvement in actions against the state.
The specific accusations against Elwelu include the stockpiling of weapons and the coordination of armed opposition groups within eastern Uganda. This development follows a period of significant friction between Elwelu and the country's military leadership. Gen. Muhoozi Kainerugaba, the current chief of defence forces and son of President Yoweri Museveni, recently took the extraordinary step of publicly demoting Elwelu from the rank of lieutenant general to private. During that demotion, Kainerugaba issued a stern warning that any individual found aiding Elwelu’s potential escape would face serious consequences.
In response to the arrest, Elwelu’s family has denied all allegations of subversion and illegal activity. They maintain that the general’s primary ambition has always been a peaceful and stable Uganda. However, the arrest takes place against a backdrop of complex internal political dynamics and a volatile transition period as Kainerugaba positions himself as a potential successor to his father's long-standing presidency. Observers suggest that the handling of Elwelu’s case will serve as a critical test for the strength of Uganda’s legal and military institutions.
