The Public Accounts Committee (PAC) has adjourned its sitting and discharged representatives from 30 Metropolitan, Municipal, and District Assemblies (MMDAs) following the repeated absence of Michael Harry Yamson, the Administrator of the District Assemblies Common Fund (DACF). Chairperson Abena Osei-Asare expressed deep frustration over the development, noting that this was the second time Mr. Yamson had failed to appear before the committee to answer critical questions regarding local government projects. The decision to halt the proceedings effectively stalled the examination of various projects planned under the Responsiveness Factor Grant (RFG).
Chairperson Osei-Asare described the administrator's absence as "gross disrespect" to the legislative body, emphasizing that the committee had previously postponed a sitting specifically to accommodate his schedule. During the session, Deputy Minister for Local Government, Rita Naa Odoley Sowah, attempted to justify the absence by stating that Mr. Yamson was away on an official trip. However, this explanation failed to appease committee members, who maintained that the Administrator's personal presence was indispensable for the accountability process. The chair reiterated the committee's constitutional authority to summon individuals and refused to proceed with other officials in his stead.
As a consequence of the aborted session, the PAC announced that all costs incurred for the day's sitting would be charged to Mr. Yamson personally. The committee also indicated that it would be notifying the Chief of Staff regarding the Administrator's behavior to address the perceived lack of cooperation with Parliament. The discharge of the 30 MMDAs without examination marks a significant delay in the oversight of district assembly expenditures and project implementation.
