Jonathan Osei Owusu, the Executive Director of the POS Foundation, has commended President John Mahama for his recent decision to grant a presidential pardon to 863 convicted individuals. The pardon, which was executed under Article 72(1) of the 1992 Constitution following consultation with the Council of State, is intended to directly address the chronic overcrowding currently affecting Ghana's correctional facilities. The intervention is seen as a significant step toward improving the humanitarian conditions within the nation's penal system.
Mr. Osei Owusu described the president's move as a timely and necessary intervention, specifically highlighting the extreme congestion at facilities such as the Nsawam Medium Security Prison. He noted that such severe overcrowding hampers the ability of the Ghana Prisons Service to effectively manage inmates and maintain health and safety standards. By releasing 863 individuals, the government is providing much-needed relief to the overstretched infrastructure of the prison network.
In addition to praising the pardon, the POS Foundation CEO used the opportunity to advocate for deeper systemic reforms within the criminal justice system. He called for the formal legal introduction of community service as a mandatory alternative sentencing option for minor offenses. According to Osei Owusu, providing judges with the ability to sentence non-violent offenders to community service rather than custodial terms would prevent the prison population from swelling to unmanageable levels in the future.
Finally, Osei Owusu urged the public to support the successful reintegration of the pardoned individuals into their various communities. He emphasized that the success of this presidential act depends on society's willingness to welcome these individuals back without stigmatization. By fostering an environment of rehabilitation and accountability rather than social exclusion, the CEO argued that the state can reduce recidivism and ensure that former inmates become productive members of society once again.
