The United Nations Mission for the Referendum in Western Sahara (MINURSO) has officially concluded its operations after 35 years. UN Secretary-General António Guterres announced the termination of the peacekeeping mission effective November 1, 2026, following the UN Security Council’s failure to renew its mandate. This marks the first time in over three decades that the mineral-rich territory will be without international observers, a situation resulting from a high-stakes diplomatic deadlock between global powers.
The collapse of the mission follows a series of failed votes within the Security Council regarding the mission's future. Russia vetoed a United States-drafted resolution that proposed significant changes to the mandate and supported Morocco’s autonomy plan for the region. While the U.S. resolution received 11 votes in favor, the Russian veto was decisive. A subsequent Russian proposal for a simple one-year extension of the existing mandate also failed, garnering only three votes after the United States voted against it.
Reactions to the mission’s end reflect long-standing divisions over the status of the former Spanish colony. Morocco, which claims sovereignty over Western Sahara and has proposed an autonomy plan under its rule, welcomed the conclusion of the mission. In contrast, the Algeria-backed Polisario Front, which has sought total independence for the region since 1976, expressed grave dissatisfaction. MINURSO was originally established in 1991 to oversee a ceasefire and organize a referendum on self-determination, but it struggled for decades to execute the vote due to persistent disagreements over voter eligibility.
The departure of UN peacekeepers leaves a security vacuum in a territory critical for its fisheries and mineral resources. Since the 1975 Madrid Accords, Western Sahara has been a primary source of tension between Morocco and Algeria. Without international observers to monitor the 1991 ceasefire, regional experts are concerned about the potential for escalating hostilities. The non-renewal of the mandate signals a significant shift in the international community's approach to the dispute, moving away from a structured UN oversight framework.
