The Minority caucus in Parliament has formally requested an independent audit into the GH₵49.72 million expenditure allocated for the evacuation of Ghanaians from South Africa during periods of xenophobic violence. Citing significant discrepancies in the financial records provided by the Ministry of Foreign Affairs, the opposition members are questioning the transparency and accuracy of the funds distributed for reintegration grants and transport allowances. The caucus contends that the current records do not provide a clear account of how the public funds were utilised during the emergency exercise.
Key among the concerns raised is the identification of duplicate entries in the grants register and the inclusion of hundreds of children in the payment records. Member of Parliament Nana Asafo-Adjei Ayeh pointed out that out of the 1,708 individuals recorded as evacuees, 442 were listed as minors. The Minority is seeking urgent clarification on how these payments were processed and why such a high number of minors appeared in a system designed for financial disbursements. Furthermore, a review of the documents suggests that approximately GH₵6.3 million in payments remains unaccounted for or is missing from the final balance.
The review of the ministry's documents further revealed inconsistencies between the total number of registered evacuees and those who actually received the promised reintegration support. The Minority argues that the data provided by the Ministry of Foreign Affairs does not align with the actual disbursements on the ground, leading to fears of financial mismanagement. To address these gaps and restore public confidence, the caucus has proposed the appointment of independent audit firms to conduct a thorough forensic investigation into the evacuation programme's accounts.
This demand for accountability follows a series of calls for improved oversight of emergency public spending in Ghana. The Minority insists that an independent audit is the only viable path to ensure the accuracy of the beneficiary figures and to verify that every cedi was used for its intended purpose. As the matter remains under parliamentary scrutiny, the Ministry of Foreign Affairs is expected to provide a detailed response to the allegations regarding duplicate entries and the unverified financial discrepancies identified in their reports.
