Jean Claude Hategekimana, a former captain within the Democratic Forces for the Liberation of Rwanda (FDLR), has returned to his home country to begin the process of demobilisation. After years of involvement with the armed group operating in the Democratic Republic of Congo (DRC), Hategekimana is currently stationed at the Mutobo Demobilisation and Reintegration Centre. His return marks a significant step in his transition from a military officer in a rebel group to a civilian resident of Rwanda.
Born in 1996 in Rwanda but raised primarily in the DRC, Hategekimana’s path to the FDLR began in 2018. Following a period of military training, he rose through the ranks to become a captain within the organization. Despite his status as an officer, he eventually decided to leave the armed struggle behind and return home. Upon his arrival, he admitted to harboring significant fears regarding his safety and how he would be received by the Rwandan authorities, a common concern among those defecting from armed groups in the region.
The Mutobo Demobilisation and Reintegration Centre serves as the primary facility for former combatants like Hategekimana to receive the necessary support for transitioning into society. At the centre, returnees are provided with civic education and training designed to help them adjust to life outside of active conflict. Hategekimana's journey reflects ongoing regional efforts to encourage members of armed groups to lay down their arms and participate in the peace and stability of the Great Lakes region.
