Ghana Immigration Service Rescues 85 Trafficking Victims in Dawhenya Raid Amid Calls for Policy Reform

In a significant crackdown on transnational crime, the Ghana Immigration Service (GIS) has rescued 85 victims of human trafficking and dismantled a suspected cyber fraud syndicate operating in Dawhenya. This enforcement action coincides with a mounting national advocacy movement, highlighted during the 2026 World Day Against Trafficking in Persons, where experts and civil society organizations urged the Ghanaian government to stop criminalizing individuals coerced into online scams. As the nation grapples with the evolution of human trafficking into digital forced labor, authorities and advocates alike are calling for a fundamental shift in how the state handles those trapped behind fraudulent operations.

The GIS operation, triggered by local intelligence, targeted a facility linked to Oga Toyas of TOYAS Group Limited. Officers uncovered 102 West African nationals, including 85 victims—79 males and 6 females—living in deplorable conditions and suffering from physical abuse. Alongside the rescues, 17 suspects were apprehended for their suspected roles in the cyber fraud ring. In a separate but related enforcement effort in Tsina-Agbe, the GIS also detained 93 Nigerian women suspected of being trafficked for sexual exploitation. These operations, conducted under the Human Trafficking Act of 2005, underscore the Service's commitment to dismantling exploitation networks and facilitating the safe repatriation of vulnerable foreign nationals.

Parallel to these enforcement efforts, a National Online Forum themed "Trapped Behind the Scam" addressed the legal and psychological plight of trafficking survivors. Participants expressed grave concern that many victims, particularly youth lured by fraudulent job offers, are often prosecuted and deported as criminals before their status as trafficking victims is established. The forum emphasized that such punitive measures only serve to empower trafficking syndicates while leaving survivors with traumatizing criminal records. Advocates argued for a "victim-centered approach" that prioritizes screening for coercion before any charges are filed, ensuring that those forced to commit crimes are not further victimized by the legal system.

To address these systemic gaps, a new advocacy body, the Ghana Civil Society Coalition Against Transnational Crime, is set to be formally launched on August 12, 2026, to coincide with International Youth Day. This coalition aims to bridge the gap between law enforcement and survivor support services by providing legal aid, expanding shelter access, and improving rehabilitation. By strengthening international cooperation and implementing non-punishment policies for coerced offenses, the initiative seeks to dismantle the recruitment tactics that prey on the region's vulnerable youth and provide a more humane response to modern-day slavery.
