Francis Asenso-Boakye Demands Local Governance Reforms Amid Tema Leadership Dispute and National Policy Shifts

Ghana’s political landscape is currently dominated by a vigorous push for institutional accountability and local government reform. Francis Asenso-Boakye, the Ranking Member of the Parliamentary Committee on Local Government and Decentralisation, has issued a stern warning to Metropolitan, Municipal, and District Assemblies (MMDAs) to cease the recurrence of annual audit irregularities. Speaking during public hearings on the 2025 Auditor-General’s Report, he emphasized that audit findings must trigger meaningful corrective actions rather than becoming routine documentation. This call for fiscal discipline is mirrored at the national level, where the National Labour Commission (NLC) has inaugurated a nine-member Audit Committee, led by Josephine Opoku-Agyemang, to ensure financial prudence and avoid the need for appearances before the Public Accounts Committee. These efforts at transparency, however, face practical hurdles, as evidenced by a public dispute in Tema where Metropolitan Chief Executive Ebi Bright accused Tema Central MP Charles Forson of non-cooperation and assault regarding the management of the District Assemblies Common Fund. On the policy front, President John Mahama’s administration is receiving significant support for environmental and administrative initiatives. Traditional leaders from the Central Region have formally endorsed the planned ban on styrofoam and polystyrene takeaway containers, scheduled to take effect on January 1, 2027. The chiefs highlighted the policy's importance in protecting Ghana's coastline and natural heritage. Simultaneously, the National Identification Authority (NIA) has resumed Ghana Card registration for children aged 6 to 14 in the North East and Upper East Regions, following successful rollouts in the Volta and Northern regions. In Accra, Parliament has moved to clarify public confusion over National Service placements, stating that a recent 'no vacancy' notice was an administrative message regarding capacity limits at the legislature rather than a freeze on the national scheme. Governance and security strategies are also evolving as the country prepares for future milestones. Minister for the Interior Muntaka Mohammed-Mubarak has called for an intelligence-led security approach in the Ashanti Region, urging local executives to identify and report community tensions before they escalate into crime. In Ho, stakeholders recently convened to discuss the implementation of the Affirmative Action Act, focusing on increasing female representation in decision-making roles. This focus on integrity and representation was echoed by 2025 Journalist of the Year Moses Apiah, who urged the media to remain independent and scrutinize the use of public resources rather than serving as cheerleaders for the government. Furthermore, Ghanaian public advocate Hopeson Adorye has been elected to the Board of the World Taxpayers Association, bringing an African perspective to global discussions on fiscal accountability. Beyond Ghana’s borders, significant political and technological shifts are reshaping the international order. In the United States, President Donald Trump has announced the formation of a 'Super Intelligence Force' to oversee AI policy, even as the Pentagon blacklists specific AI providers over national security concerns. Brazil is preparing for a presidential run-off between Flávio Bolsonaro and incumbent Lula da Silva after a polarized first round of voting. Meanwhile, in Europe, Spanish Prime Minister Pedro Sánchez has called for early elections in November following legislative defeats on housing reforms. These global developments, ranging from AI governance to electoral transitions, reflect a broader international climate of political volatility and institutional restructuring.
