Dr. Kojo Pumpuni Asante, Director of Policy Engagement and Partnerships at the Ghana Center for Democratic Development (CDD-Ghana), has called for a statutory roadmap and a formal consensus-building mechanism to guide proposed constitutional reforms. Speaking on JoyNews, Dr. Asante emphasized that the legitimacy of the reform process depends on public acceptance and a structured path that transcends changes in government. He proposed the enactment of a Roadmap and Implementation Act to ensure that the reform agenda remains consistent regardless of the political party in power.
Central to the proposal is the requirement for the Constitution Review Implementation Committee (CRIC) to achieve a broad consensus among stakeholders before drafting any constitutional amendment bills. Dr. Asante noted that resolving disagreements between the government's position papers and the original recommendations from the Constitutional Review Committee is vital for the integrity of the process. To facilitate this, stakeholders have petitioned President John Mahama for clear guidance and a mandate that allows for wider engagement beyond legal experts and politicians.
The push for reform is driven by a growing perception that Ghana’s current political system is failing to deliver the development promised to its citizens. According to CDD-Ghana, there is a rising demand for change among diverse groups, including civil society organizations and the youth. Over 100 civil society leaders have already mobilized under the Citizens Platform for Constitutional Reform to advocate for an inclusive process that addresses structural weaknesses in the 1992 Constitution.
Looking ahead, CDD-Ghana suggests that achieving meaningful constitutional reform would serve as a significant milestone for the country’s 70th independence anniversary in 2027. Dr. Asante argued that this anniversary provides a unique opportunity to strengthen Ghana's governance framework. By prioritizing a credible and inclusive reform process now, the organization believes the state can effectively address the long-term concerns of its people and ensure the stability of the nation’s democratic future.
