Minister for Finance Dr. Cassiel Ato Forson has announced that the government has introduced 22 laws over the past 18 months to safeguard Ghana's economic reforms. Speaking at an event at the University of Ghana, the Minister explained that these legislative measures are intended to institutionalise policy gains and prevent them from being easily overturned by future administrations. This initiative follows the national recovery efforts implemented after the economic crisis experienced between 2022 and 2024.
Dr. Forson emphasised that providing legal backing for economic policies is a critical pillar for ensuring long-term sustainability. By enshrining these reforms in law, the government aims to provide a lasting foundation for stability that transcends individual political tenures. He noted that the primary goal is to protect the progress Ghanaians have collectively achieved through recent periods of fiscal adjustment and structural reform, ensuring that the benefits of these efforts are not lost.
A key strategy mentioned by the Minister involves introducing high thresholds for amending essential legislation. Specifically, he highlighted that certain amendments, such as those made to the Public Financial Management Act, would now require a two-thirds majority in Parliament to be changed. This requirement is designed to ensure that fundamental economic frameworks are not subject to the unilateral discretion of any single government, thereby fostering higher levels of investor confidence and maintaining fiscal discipline.
These legislative efforts represent a broader commitment to ensuring that the gains from recent economic programmes are permanent. The Minister's address underscores the administration's focus on structural permanence, aiming to insulate the national economy from political volatility. By moving these reforms beyond executive discretion and into the legislative realm, the government seeks to ensure that the country's path toward growth remains consistent regardless of future changes in political leadership.
