
Health Minister Kwabena Mintah Akandoh has announced that active membership in the National Health Insurance Scheme (NHIS) reached 70% as of August 2026. This represents a significant increase from the 56.3% coverage recorded in 2024. The Minister attributed this growth to the government's decision to uncap the National Health Insurance Levy (NHIL), which has substantially bolstered the scheme's financial resources and improved the reliability of healthcare services across the country.
The financial health of the NHIS has seen a notable transformation, with funding rising from GHโต6.5 billion in 2024 to GHโต9.8 billion in 2025. This increase in funding capacity has allowed the government to address long-standing delays in provider payments by an average of 50%. According to the Minister, the scheme has already disbursed GHโต2.1 billion in claims during the first nine months of 2026. This improved liquidity is intended to ensure that healthcare providers can maintain operations without the financial strain previously caused by payment arrears.
Beyond membership growth, Akandoh highlighted the expansion of the Free Primary Healthcare initiative, which is currently operational in 135 districts with plans for nationwide coverage. The government is also supervising the construction of 35 hospital projects under the Agenda 111 program. To support these facilities, the ministry is implementing an electronic bed management system and procuring new ambulances to strengthen emergency response services. These efforts form part of a broader strategy to achieve Universal Health Coverage and enhance the quality of life for all Ghanaians.
