Dorcas Affo-Toffey, the Deputy Minister for Transport and Member of Parliament for Jomoro, has welcomed the signing of the Phase II agreement for Ghana’s US$28 billion Petroleum Hub Project. The agreement was formalised between the Petroleum Hub Development Corporation (PHDC) and an international consortium led by Global Sphere. This stage of the initiative, structured as a Build-Operate partnership, is set to be situated in the Jomoro constituency of the Western Region. The signing ceremony was attended by key government officials, including the Minister for Energy and Green Transition and representatives from the PHDC. The $28 billion project is envisioned as a transformative infrastructure development aimed at positioning Ghana as a regional leader in petroleum downstream activities. Affo-Toffey highlighted that the Phase II agreement marks a critical step forward in actualising the hub's potential to drive large-scale industrialisation and economic growth. During the event, the Deputy Minister emphasised the necessity of ensuring that the project directly benefits the local population, particularly regarding job creation and skills training for residents of the Western Region. Affo-Toffey noted that for the project to be successful, local businesses must be integrated into the supply chain, ensuring that the economic gains from the multi-billion dollar investment are felt within the host communities of Jomoro. The Petroleum Hub Project is expected to create thousands of jobs and stimulate significant economic activity across the country. Affo-Toffey reiterated the importance of sustained collaboration between the PHDC, the international consortium, and local stakeholders to meet the project's social and economic objectives. As development progresses, the focus remains on balancing international investment with local empowerment to ensure the long-term sustainability of the hub.
