Abena Osei-Asare, the Chairperson of the Public Accounts Committee (PAC), has directed the University of Ghana Medical Centre (UGMC) to immediately address multiple procurement infractions identified in the 2025 Auditor-General's Report. Speaking during a committee session on October 13, 2026, the Chairperson emphasized that the facility must align its administrative processes with national standards to ensure transparency and accountability in its operations.
To address these systemic failures, Osei-Asare specifically recommended that the medical center fully implement the Ghana Electronic Procurement System (GHANEPS). She noted that transitioning to this digital platform would enhance compliance with the Public Procurement Act and significantly reduce the risk of manual irregularities flagged during the audit. By digitizing these processes, UGMC is expected to streamline its supply chain and provide a more transparent audit trail for all financial transactions related to hospital equipment and consumables.
Beyond technical procurement issues, the PAC Chairperson raised concerns regarding a perceived decline in the quality of service delivery and standards at the facility. She stressed that administrative lapses often correlate with clinical performance, which can erode patient trust in the institution. Osei-Asare urged the management of UGMC to prioritize restoring public confidence by ensuring that administrative reforms lead to tangible improvements in patient care and the medical services provided.
This directive is part of an ongoing effort by the Public Accounts Committee to intensify its oversight of state-funded institutions and curb financial leakages. As the committee continues its review of the Auditor-General's findings, the management of UGMC is expected to demonstrate progress in resolving the cited infractions and adopting the GHANEPS framework to prevent future occurrences of non-compliance.
